Version -23 is uploaded, which resolves the further comments received:

- Explicitly states the draft does not address how UI informs users of language
- Delete left-over "interactive" from explanation of attribute name
- Explicitly notes that media can be useful in both directions even 
if only used for interactive communication in one
- Fixes wording about sending one and/or both attributes in offer
- Fixes wording about rejecting a call
- Rewords Security Considerations
