The new draft still contains the following ASN.1 for the IDEA Parameters:

      IDEA-CBCPar ::= SEQUENCE {
         IV OCTET STRING OPTIONAL -- exactly 8 octets }

First, the ASN.1 has an error because the '}' is within a comment.

Second, I see no reason for the SEQUENCE.  Has code already been written 
and deployed that uses this syntax?
