This version addresses the comments that we received. Not all of the people that sent comments have acknowledged that the changes are sufficient to resolve their concerns, but more than a week has gone by since the proposed resolution was posted. I suggest that Tim issue an update to the WG Last Call to give all of these people a deadline.
