Looks okay to me.
I have a preference to base-64 encode the DER, because I think it's easier
for people to decode that.

I decode to something equivalent with
  "xxd -r -p n4 | openssl asn1parse -in -inform der"

I'm curious what ASN1 dumper you are using?

And wasn't the IETF april-1 standard PSK "makemetastegoat"?
