This draft is one part to address the issues that was raised by David Benjamin regarding the need to convert between U-labels and A-labels as part of certification path validation.  With this change, the certificate will always contain A-labels, avoiding the need to convert for anything other than display to a user.

I am expecting David Benjamin and Wei Chuang (any maybe others) to produce a companion rfc8398bis.
