I looked into this issue some time back but I could not find anything 
of use.  There is a short discussion at 
http://www.ietf.org/mail-archive/web/spfbis/current/msg03226.html  In 
my opinion the text could be used for a DISCUSS.  I do not know how 
to resolve that as SPFBIS WG participants have not provided any 
references to support the text.
