Summary: This draft is probably ready for publication as a proposed standard

Major issues: N/A

Minor issues:
There is one aspect of the CPS Advertisements that I was unable to follow.
I presume this is clear to those participating in the work, but wonder if
my confusion indicates potential for clarification. The draft contains a
very clear description of the cotnent of the advertisements, and how those
advertisements can be used to map from a phone call being placed to URI to
submit the PassPort. However, I do not know how the placing party finds
the advertisements themselves? Is there some assumption about a STIR
related information repository that would provide these?

Nits/editorial comments: N/A
