Thanks for your work on this draft!

NIT: Section 4, bullet 4, RFC8017 is PKCS #1 v2.2, not v1.5.
There are some other mentions of v1.5, did you mean that or 2.2?  2.2 fixes a
few problems, so I was glad to see that reference.
