Would it not be easier for the national authorities to assess a $0.20/call tax? Kills the robocallers (per the draft), raises needed tax revenue, and (uh oh) annoys the vast number of regular citizens.

I would offer the draft explains why voice call screening (most recently embodied by GoogleVoice, NoMoRobo, etc.) have 'solved' the problem. Identical economic approach for far less money.
