We've revised the TCP-ENO draft slightly to address concerns
raised in the AD review and during subsequent discussion on
the list:

  https://datatracker.ietf.org/doc/draft-ietf-tcpinc-tcpeno/

Changes include:

- Abstract: remove reference to TLS RFC
- remove experimental form of TCP-ENO option
- "The negotiated TEP": swap order of last two paragraphs
- make TFO an Informative reference
- refine language around transcript tampering
- move "Future developments" out of "Design rationale"
- remove normative language from non-normative sections
- IANA considerations: modify language about TEP assignment
