TCP/IP Level 310 for IBM's VM/ESA supports RFC 1323. It is controlled
for all TCP connections globally. A parameter can be set to turn off            The maximum window sizes per connection are
initiation of window scaling and related functions. The window sizes
for send and receive are specified as separate parameters. We support
the following from your checklist: 1, 2, 3, 4, 5, 6, 7, 8, 11, 12, 13
