I briefly discussed the possibility to merge the two drafts with the 2988bis authors in June but we didn't reach a consensus. One reason is that this draft updates 5681 in addition to 2988. Since the submission deadline was less than two weeks, I decided to send draft alone and see tcpm's opinions. Do other people on tcpm prefer integrating the two drafts (and adopting it as one WG item :) ?
