Hi all,

we've submitted the (one more) proposal to look at in terms of gracefully 
increasing the initial congestion window - basically around the thread I had 
with Joe the other week.

We think that it should take care both of the conservative part (avoiding the 
excessive loss on poorer links) and of the progressive part (use a larger IW 
where you can).
