I support moving this draft forward for publication.
This document addresses a critical gap in ACTN and TE networks by standardizing YANG data models for performance monitoring telemetry and autonomic scaling intents. The top-down control and closed-loop autonomic mechanisms defined here are highly valuable for dynamic service control and real-time network optimization.

While reviewing the draft, I noticed a few minor editorial points that the authors might want to address before publication:

1. Section 4 (Terminology Consistency):
   In the parameter bullet list, casing for nodes varies (e.g., Scale-out-intent vs scaling-operation-type). Aligning them with the lowercase hyphenated names used in the YANG models (e.g., scale-out-intent) would improve consistency.
   In the scaling example under Section 4, "milli-seconds" can be updated to "milliseconds" for standard formatting.

Abstract:
   This document provides YANG data models that describe the performance
   monitoring parameters and scaling intent mechanisms for Traffic
   Engineering (TE) tunnels and Virtual Networks (VNs).  Their
   performance monitoring parameters are exposed as the key telemetry
   data for tunnels and VNs.

   The models presented in this document allow customers to subscribe to
   and monitor the key performance data of the TE-tunnel or the VN.  The
   models also provide customers with the ability to program autonomic
   scaling intent mechanisms on the level of TE-tunnel as well as VN.
