I read your draft with interest and thank you for having it so well written giving a good overview on examples, applications, and principles of IP Traffic Engineering.
Beside few nits detected and listed below I would like to add a comment though: You mention in section 5.1.1.4. (Transport-Based TE) with regard to 3GPP ATSSS that
"With QUIC it is possible to support the ATSSS switching and steering functions, but splitting is not yet supported."
As you may be aware there are activities to establish IP protocols on multipath support for splitting and also for non-TCP traffic (addressing also re-ordering issues) in terms of MP-DCCP in TSV WG (also reflected and referenced in ongoing ATSSS enhancement study at 3GPP).
I would propose to add a sentence here as
"Proposed Multipath extension to DCCP  [RFC4340] in terms of MP-DCCP (Multipath Datagram Congestion Control Protocol) [I-D.ietf-tsvwg-multipath-dccp] provides specific support for non-TCP user traffic as UDP, plain IP, and even Ethernet and allows for splitting of data traffic on the multiple paths on per-packet level. Furthermore additional modes for traffic distribution are available as 'Cheapest Pipe First', 'Handover mode', 'Redundancy mode', 'Out-of-Order Transmission for In-Order Arrival Scheduling' mode, as outlined in [enhancedATSSS] (Study on access traffic steering, switching and splitting
