I recently updated draft-ietf-teep-usecase-for-cc-in-network to 06 version. In this version, I revised the usecase order to align with the usecases in TEEP architecture, and polished the content. 
I think this draft is ready for WGLC. Hope you can propose the WGLC process, so we can promote the draft fast.
