The IETF should be a welcoming body where people examine internet
protocols. Many governments make use of the internet to deliver
services, so we should welcome people with experience in government.  It
is unfortunate governments do not support IETF participation directly -
the IETF provides a public service, but is funded primarily through
industry contributions. It is also upto the participants to examine
drafts and conduct in a respectful manner, the IETF provides an open
forum for that.  It would be nice to have more technical people engaged
or previously engaged in government service participate from a wider
variety of countries and be recognised by their governments as
performing a useful public service, akin to what diplomats (or ITU
representatives) provide though at a lower cost and with higher positive
public impact.
