I asked the WG chairs to proceed and WG last call this document around last
IETF in Hiroshima, to find out if its done or whether it needs more WG
processing.

The reason this has not happened is because Joe wanted to give the
renegotiation issue all the focus of the WG.

I'm happy to bring this draft into completion and publication.

I will comment on the technical issues separately.
