Here is my latest update to hip-new-crypto.

This draft does not impact the RID drafts, it should be of value to the 
crowd-sourced-rid draft and really valuable to the secure-nrid-c2 draft.

I wanted to get this done as input to NIST's LWC effort, thus its 
priority over other DRIP docs.

Now on to arch, req, and rid drafts!

Abstract:
This document provides new cryptographic algorithms to be used with
HIP. The Edwards Elliptic Curve and the Keccak sponge functions are
the main focus. The HIP parameters and processing instructions
impacted by these algorithms are defined.
