https://datatracker.ietf.org/doc/draft-ietf-core-comi/ properly shows that this draft replaces the earlier draft-vanderstok-core-comi

I just ran idnits on RFC8132-to-be and it did not alert me to the fact that the RFC-to-be still points to the old, replaced draft. 
This is not the first time; I have seen erratic replaced-by performance with idnits before.

Does anyone know the reason?
