No, but we are generating them now (with a lot of automation help) at 
the releases page at github, and pointing to them from email when 
there's a big thing to point to.

You didn't find anything about bibxml anywhere recently on that page 
because bibxml generation for I-Ds at the datatracker hasn't changed in 
_years_.
