I think using IP addresses to determine physical location for legal
purposes would be an architectural nightmare for the Internet.  Do we
really want encourage people to erect mirrors on the information
superhighway, in addition to the fog already being experienced? (See
<draft-carpenter-transparency-00.txt>).
