[Trigtran] Fwd: draft-bradner-pbk-frame-04.txt

Aaron Falk forwarded this note to the DCCP mailing list,
(thanks, Aaron), and I'm thinking it's also relevant to
TRIGTRAN, because we also deal with the "identity doesn't
matter, but non-spoofing does" scenario discussed in this draft.
