The -13 version of the GRE/UDP draft corrects a few nits found in -12.

I have just submitted the RFC publication request for this draft (finally!).

Congrats to the authors and thanks to everyone else who helped get this draft to
this stage.  In particular, I want to thank the authors for their patience with the
amount of time and effort involved.

I think we have a good outcome, and the RFC that results from this draft is likely to
be referred to as an important worked example (along with RFC 7510) for future
UDP encapsulations.
