David,

In addition to a precise definition of the algorithm and a simplification of
the security section, there have been only two minor algorithmic changes
from the 02 to the 03 version which changed the code.  One change was
placing the digest in normal rather than a reflected order. The second was
inversion of the digest prior to storing.  As these are the only functional
changes and as no further substantive changes are anticipated, a change
history section should not be needed.
