Greetings,

I have read this update, and I am generally pleased with the changes, in
particular the acknowledgment that PLPMTUD may be implemented either within
the UDP transport service or by an Upper Layer protocol (or application)
that uses UDPOptions.

However, there is a readability issue in Section 3: the terms REQ and RES
are used in the initial part of that section before they are properly
introduced (currently, that happens in Section 3.1). Would it be
possible to put an introduction of REQ and RES at the beginning of Section
3?

Other than that, I am satisfied with the updated version.
