I've posted a new version of the RSVP BW Reduction ID at:

with the following changes:

- Changed the filename to reflect this now being a Working Group item 
within the TSVWG

- Added an informative reference to the new Internet Draft involving 
Aggregates inside IPsec tunnels that use RSVP

- Made minor editorial changes to make document more concise

- Added a new section 6 on Backwards Compatibility
