I'm not sure what the term 'an association can use a subset of IP 
addresses' means.
I'm interpreting it as 'use the address in an INIT or INIT-ACK chunk'. 
Taking that
definition, I think, the address scoping of IPv6 (and IPv4) will reduce 
the set
of used IP addresses possibly to a proper subset of the address of the 
end-point.
Is this correct?
