Hi,
      In <draft-stewart-tsvwg-sctp-ipv4-00.txt>, the unusable addresses are
defined as

 Level 0: Addresses unusable with SCTP: 0.0.0.0/8, 224.0.0.0/4,
      198.18.0.0/24, 192.88.99.0/24.

      Questions:
 - Should broadcast address be included as well?
 - <draft-iana-special-ipv4-03.txt> defines addresses used for benchmark
tests is 198.18.0.0/15. Is there any reason to change it to 198.18.0.0/24
for SCTP?
