rfc1348 is an attempt to specify how to encode NSAP addresses in
to DNS resource records.  The method used should work, regardless
of the size of the NSAP.  The rfc does indicate that this method may
be used by the team promoting rfc1347, but it is equally at home
with PIP/SIP/IAPE or any of the other proposals currently on the
table.  There was some thought given that this might be a cheap
way to get real use out of NSAP addresses without having to have
a fullup X.500 service.
