I'm in favor of adoption of this draft. While it has plenty of nits and needs other work, the general concept is a good one and should be pursued. While I can see reasons for this draft to be Informational, I'm not sure that will be helpful to the normative language used in the draft.

Hi,

at the last IETF meeting there was some interest in adoption of
draft-rsalz-uta-require-tls13 in UTA WG.
This message starts a 2-week adoption call for
draft-rsalz-uta-require-tls13-01, that will end on Thursday,18 April 2024.
Please, send your opinions on the list by this date. Please also indicate
whether you are ready to review / contribute.
