We have been over this before. The outcome last time we went through it, as I recall, was that "there is always a required prefix size that is larger than whatever has been chosen". My perspective is that the traditional 2001:db8... prefix could be extended to a /36 or /24, and the cases in which one needs two prefixes larger than /32 can be handled by analogy; "I want a prefix that is 12 bit long and another that is 11 bits long, non-overlapping" can be handled by allowing two prefixes longer than /32 and noting in the test-or-whatever "if you need to, insert your own prefixes here".
