In a simple scenario that might seem to be the case. But consider a 
portable fax machine belonging to the sales team that has to be booked out 
when someone needs to take it on a trip.

There are plenty of examples of such "portable" resources that do need to 
be treated this way, and there are plenty of other examples that don't. 
Either way, resource scheduling is justified.
