I understand double encoding issue.
Same discussion was in OAuth/OpenID Connect ML.
However, for library developer, handling double encoding value is easier than handling duplicated query keys, at least in rails case.

Of course, developers who use my ruby library can use mod_rewrite.
But I don't want to provide/use a library which requires specific rewrite rule :(
