As noted in the Acknowledgements section, this is an iteration on Martin Thomson's draft-thomson-webpush-http2-02 with the following primary changes:

1. As suggested during the webpush charter discussion [1], specific embedded scenarios  (devices receiving push messages from cloud services through an intermediate gateway) are added in the Introduction

2. Registration/Subscribe resources are removed to reduce the overhead of maintaining a registration-subscription relationship in the PS. Side effects are that aggregation (performing a GET on the /monitor resource to receive messages for all subscriptions for a UA) and collapsing (performing a GET on the subscription resource to get the last message) are no longer supported. 

3. Delivery confirmations (receipts) are added. 
    a. A JSON request message format is added to enable receipts and other potential features such as TTL and multicast. Only TTL is   
        referenced in this draft. 
   b. Updated Section 7.4 Implications for Application Reliability to reflect the availability of receipts
