Greetings again. Based on the last round of discussions here, Russ asked me to change the milestone acceptance rule to be that every WG chair change is automatically accepted. I have made that change here, and moved the previous wording to the historical appendix.

Comments here on the list are still desired, and we will discuss this more thoroughly at the WG chairs lunch on Wednesday in Quebec. If there is strong disagreement, it will be the IESG who calls consensus on this document.
