Yes, that was it. For others following along:

On the meeting material page, under "Agenda, Minutes, and Bluesheets", there is a link that starts "Attendance IETF119: wgname" that leads to the list of attendees.

They are not in the real-time transcript: it is just all the text with no names listed.
