Is that a MUST for the client, for the server, or for both?

Is that a new requirement, or is it simply a reminder of the requirement
in the antepenultimate paragraph of Section 4?  If the latter, I recommend
using non-normative "must" here (so that every requirement is stateted
exactly once in normative language).
