The 1988 version allows the use of 8-bit address lengths in 
addition to the use of 4-bit address lengths.  The A-bit determines 
which.  An A bit of zero means 4-bit addresses while an A bit of 1 
means 8-bit addresses.  See section 5.2.1.2.
