Hi Oscar,

I had a quick scan of the XSD in this draft and noticed that you had defined 
some choices using the form:

          <xs:complexType name="action-type">
           <xs:complexContent>
            <xs:restriction base="xs:anyType">
             <xs:choice minOccurs="0" maxOccurs="unbounded">
             ...

rather than simply (?):

          <xs:complexType name="action-type">
             <xs:choice minOccurs="0" maxOccurs="unbounded">
             ...

Is it intended to be an extensibility mechanism?
