See https://github.com/ietf-tools/xml2rfc/releases/tag/v3.12.4

(and https://github.com/ietf-tools/xml2rfc/releases/tag/v3.12.3)

We are still working towards sending automated email on release, and
sending manual email fell through the cracks for these two versions.

Note that in addition to bugfixes, 3.12.4 fixed an important security issue:

see
https://github.com/ietf-tools/xml2rfc/security/advisories/GHSA-cf4q-4cqr-7g7w

Apologies for the delay in notification.
