No, that's letting a detail design the structure.

Have a look at I-D draft-ietf-nntpext-base-20. Every command (the sections
with uppercase names from 5.1 to 8.6.2) has further subsections that don't
need to be in the TOC. I don't want 7.1.3 or 7.6.1.3 to be included. On the
other hand, I do want 3.2.1.1 in the ToC.

Look at sections 5 to 7. They are structured correctly in my opinion. In
each case I want to omit all sub-sections further down the tree.

If you don't want to look at the draft, here's a diagram of the structure
of section 7:

No, it's just that my logic isn't as simplistic as yours.

As I've said in another message, I can live with this being a property on
the parent (here, 7.1 to 7.4 and 7.6.1 to 7.6.5).
