Look at RFC 6557 (BCP 175). They introduce the role of a TZ
Coordinator.  And then they post a versioned tar archive. (I am sure
the TZ maintainers have a version controlled repository somewhere but
this at the end does not matter.)

So the key is to find a volunteer "YANG Module Coordinator" and money
to invite him/her for a few beers or dinner.
