IMO, that’s just one of the costs of doing business and the merchant should just suck it up.* They’d be paying their bank a similar percentage for depositing cash. Or cheques if you’re in a part of the world which still uses that primitive technology.

* Which of course means that charge gets silently included in the price paid by the customer.
