See http://en.wikipedia.org/wiki/Value_added_tax

US state sales taxes are on the transaction between a seller with
operations in that state and the buyer in that same state. The tax can
be avoided by:

	- the buyer being in a state where the seller is not
incorporated (e.g., over the Internet, phone, mail)

	- buying in a state with no sales tax
http://en.wikipedia.org/wiki/Sales_taxes_in_the_United_States

Otherwise, the consumer - regardless of where they reside - is intended
to pay sales tax. I.e., if you have something shipped outside the US,
you might avoid tax, but not if you receive it in person there.

Whether you pay such tax, and how much sometimes, depends on what you
purchase.

Joe
