Olaf, I think you should check in the stores. The keyword in what  
Mohammad write is "almost all". I have at least bought non-locked USB  
dongles in Sweden. And passed them around between friends when they  
quickly needed access (they used their sim card).

The phones are often locked, but not always the dongles. On top of  
that, in some cases you can buy the dongle non-locked if you pay more,  
i.e. the prices depends on what "locks" (technical or just  
contractual) you accept.

The software on the dongle does not have to be used. Newer versions  
exists here and there on the net, just like any software drivers for  
any hardware.
