Documents like that tend to be more effective when there's more deployment
experience. It seems a little premature to write one of those right now.
Doing nothing, and then seeing what happens, is always an option.

A lot of the suggestions have veered into UI preferences and OS APIs, both
of which are out of scope for the IETF.

It seems like a subset of list participants want a document that says
shipping software that defaults to a centralized resolver is against the
rules in some way. I'm not sure there's a useful way to specify that, at
least in the IETF.
