For others who are interested, it is: New Technical Note Number: (they don't have numbers anymore) Name: M.NW.AppleTalk2 (?!? :-) Date: September, 1992 Size: 51 pages Quick summary: As of AppleTalk V57, the AppleTalk Transition Queue supports the ATTTransCableChange event, which will notify "interested parties" of changes in cable range, and supposedly "when the last router ages out" and when "a router is first seen". These services are presumably used by the OS and AppleTalk to reregister the "Flagship" name and so forth. Any NBP-registered Applications have to be updated in order to support these events in order to "survive" a zone-name-change. Ten pages of "skeleton" code are provided in the doc. ATv57.0.1 comes with ARA, Token Ring and other stuff.
