All dated /TR documents are stable, in that sense.

My understanding was that the IESG wanted a document that was final and would serve as a reference for some time. A CR might (hopefully,would be) be superceeded in 6 months.

Ah, yes, I hadn't thought of updating the registration. I tend to agree that earlier is better than later. I will take this back to W3C team and suggest a modification to our media type registration policy.
