Of course, and many people have people they regularly receive attachments from. 
 That's why they should absolutely be able to allow receipt of attachments from 
those (and only those) approved/trusted senders to which they wish to give that 
right.

But there is NO point in someone sending unannounced attachments to someone who 
may not be prepared to deal with them, or who doesn't want to receive them, or 
who even just doesn't want them chewing up space in their Inbox.
